Lore
Dragon whelps are a commonly seen mob in World of Warcraft. Both sources of Whelps in Hearthstone (as well as their artwork) imply that they are members of the black dragonflight, but whelps of all colors are known in World of Warcraft.

They are the youngest and weakest variation of dragons adventurers face. In most cases however, where there are whelps, their larger cousins are close by.
