- The Marsh Queen checks for quest progress during the After Play Phase of the summoning sequence.
Potion of Polymorph occurs before this Phase, which means that any minion played into it, regardless of its mana cost, will be transformed into a 1-mana 
Sheep, thereby incrementing the quest counter by 1.[1]
